An Aviation Law is in force since May 13, 1995, and it regulates air transportation services and simplifies administrative procedures.

The Ministry of Communications is the authority in charge of issuing concessions to Mexican companies to provide regular domestic air transportation. Concessions are granted for a period of 30 years and may be renewed. Air transportation service is considered to be regular when subject to schedules, itineraries and flight frequencies.
